The Zonal Research Program For 2008-2011

CHED Zonal Research Program for NCR 1 2008-2011

The Zonal Research Program (ZRP) for 2008 – 2011 is hinged on an understanding of challenges, needs, opportunities and strengths of HEIs in the NCR group 1 area. After workshops with HEI representatives in a zonal assembly, a self-assessment of the past ZRP implementation, and initial analysis of the latest RMIS data on the zone, the components of the ZRP for this ZRC cycle (2008-2011) were determined, focusing on further increasing accessibility of research resources, enhancing HEI capability and capacity to undertake research mainly through collaborative projects, providing an opportunity for HEIs to undertake actual research work given a research agenda, and utilizing such research output.

The premise of the ZRP for NCR Group 1 is the improvement of the research capability of as many HEIs within the zone through an immersion process developed by the active inter-institutional collaboration of the existing research centers in our HEIs.  Cognizant of the gap between HEIs which are most research-productive and those which are not, the ZRC shall aim for high impact research even as it engenders the participation of the least research-productive HEIs in the zone.   

The ZRP for 2008 – 2011 consists of three major components as describe below.

1: Database Building for Meaningful Research Management

In the previous ZRP, much was already invested in the RMIS project.  However, much also remains to be improved in the design of this database and the findings have yet to be fully analyzed for lack of an agreed upon analytical frame among the implementing ZRCs.  Hence, the NCR 1 ZRC proposes the herein described project components to ensure that the RMIS is better utilized for research management and policy development purposes.

2: Research Expertise Building for HEI Faculty and Graduate Students

Through a non-competitive, enabling, inter-disciplinary and collaborative approach, HEIs representatives were brought together to define a common research agenda and develop corresponding research projects that could be funded through the CHED’s Grant-In-Aid program.  The objective is to share, transmit and co-create new knowledge first through training-workshops that steer away from traditional seminars and move towards immersion into actual research activities.  Consequently, the projects under this program combine the objectives of research capability building and research output generation or even utilization.

3: Action Research and Utilization

As in the previous ZRP, the research to be approved can in fact all be interwoven to form the different facets of one particular aspect of the research agenda on urbanization.  Being one of two zones in the NCR, urbanization is a relevant topic that has wide and far-reaching yet underexplored implications on the different aspects of city living. Through a collaborative and advocacy-oriented research approach, the ZRP seeks to further address this research gap and contribute to the literature on urbanization in the Philippines and in the process help further develop the competence of various junior faculties in doing actual research work.  Moreover, support for paper presentations or research dissemination initiatives may be provided for faculty from our zone’s HEIs granting they earn the approbation of our select peer reviewers or research experts and mentors.

Total Budgetary Requirement

The implementation of the ZRP for the three-year period will require an estimated total appropriation of P 21,000,000. The projected yearly allocation per project is presented below:
